
Every year, the Commission de la santé et de la sécurité du travail (CSST) must pay out significant amounts, which could exceed one billion dollars, as compensation to injured employees in Quebec. This public plan is entirely financed by employers, based on the user-pay principle. Generally, an employer’s contribution increases based on the costs associated to industrial accidents suffered by the employer’s workers.
